Job Title: Framework Manager / Pre-Construction Lead

Location: Norfolk

Salary: Up to £100,000 + £7,000 car allowance, travel expenses, 25 days holiday, and benefits

Overview: We are seeking an experienced and driven Framework Manager / Pre-Construction Lead to play a key role in the successful delivery of a major construction framework with a local authority. Over the next five years, this framework will deliver up to 20 diverse projects ranging from £1 million to £10 million in value. These projects involve refurbishing and upgrading existing buildings to help meet net-zero goals.

The successful candidate will work closely with the client, local authorities, design teams and various project teams to ensure efficient, high-quality delivery, from the pre-construction/design phases through to building on site. This is an exciting opportunity for someone with a strong background in framework management and pre-construction who is ready to lead and make a positive impact on sustainable construction.

Key Responsibilities:
  • Lead and manage the delivery of the construction framework, overseeing the planning, design, coordination, and execution of multiple refurbishment and upgrade projects.
  • Act as one of the main points of contact with the local authority, fostering strong relationships and ensuring alignment with their expectations and net-zero objectives.
  • Coordinate pre-construction activities, initially heavily getting involved in design stages 1 -4 but also including feasibility studies, budgeting, value engineering, and procurement strategies.
  • Work closely with design teams, ensuring all designs are compliant with sustainability standards and reflect net-zero requirements.
  • Monitor and manage financial performance, ensuring all projects are delivered on time, within budget, and to the highest quality.
  • Lead stakeholder engagement, including presentations and meetings with clients, subcontractors, and consultants.
  • Ensure full compliance with health, safety, and environmental regulations across all projects.
  • Helping develop and manage the framework pipeline, forecasting future workload and resource needs.
  • Support the project teams with any technical, design, or procurement challenges that arise during delivery.
  • Ensure best practices are maintained throughout the framework, promoting innovation and sustainability in all construction activities.
Key Requirements:
  • Extensive experience in framework management and pre-construction within the construction sector, preferably on refurbishment and sustainability projects.
  • Proven ability to lead multiple projects simultaneously, delivering on time, within budget, and to required quality standards.
  • Strong understanding of sustainability and net-zero principles in construction, with experience delivering projects that contribute to environmental goals.
  • Excellent communication and leadership skills, with a demonstrated ability to build and maintain positive relationships with clients, stakeholders, and project teams.
  • Financially astute with experience in budgeting, forecasting, and managing project costs.
  • A proactive problem-solver, able to anticipate issues and implement solutions effectively.
  • Relevant qualifications in design, construction or commercial
